T+24h delayed hourly liquidation aggregates (API-2 / §14.2.2)

Per-instrument HOURLY {liquidated_notional_uusdc, count} aggregated from the API-3 fill tag, served on a T+24h delay — no bucket younger than 24h is ever returned (the real-time liquidation surface is deliberately deferred, §14.2.1).
