Signed per-instrument manifest pinned by manifest_hash (F-6 / §19.3)

manifest_hash is the SHA-256 of the canonical spec bytes; a client re-marshals spec and re-hashes to verify byte-identity. Every snapshot/channel decode constant is resolvable from spec. A cryptographic signature over the hash is Phase-B (ORC-023).
