Issues a fresh confirmation link (superseding older ones) and e-mails it to the account address. No-op (delivery: not_needed) when already verified.

Rate limit: 10 / hour per account.

Too many attempts inside the fixed rate-limit window (10 attempts / 5 minutes per key). Retry in a few minutes.
